I think by the end I gave the oath to 5 people who became citizens out of the the 23 members of the empire when I deleted.
As an athlete who at one point was ranked in the top 20 nationally for my role I have been through a lot of recruiting. The actual recruitment process is all about coming off as all sunshine and rainbows not telling the recruit about how much running/lifting/other crappy stuff that is part of competing you will go through. I took that to my imperial recruiting, I spun the message to whatever would appeal to the target.
Goodies got a lot of the empire is really about creating peace and harmony and for evils it was mostly sect leaders were weak and you could rise to replace them. But in sheer terms of efficacy its easier to talk with people before you poke holes in them and they get jaded.
