You can count how long the previous tick took so that becomes the reference for the current tick.

Previous tick takes 40 seconds.
You keep a running count for the current tick.

Let's say running count is 5 seconds. Most probably still have some time to go.
Running count is >30 seconds, middle-to-end of the tick.

Nope, it's a semi-random number of pulses between ticks. (n/t)

Maybe. You also have to struggle with the fact that there isn't an echo at every tick's end.

I can think of a way, I'm not sure I'd advise it though, and I definitely couldn't be bothered to actually script it. Here's what I'd do
