I can think of a way, I'm not sure I'd advise it though, and I definitely couldn't be bothered to actually script it. Here's what I'd do

Create a variable called previous time, store 0 to it
Put gametime in your prompt
Store the value of gametime to a variable - current time
Have a timer that sends a carriage return to the mud every second (this will probably get you killed at least once)
When current time is not equal to previous time a tick has occurred, fire your echo, make previous time = current time

Is there someway to highlight when a tick passes, or is about to? For CMUD.

Nope, it's a semi-random number of pulses between ticks. (n/t)

semi-random is not random you can get a vague idea

Maybe. You also have to struggle with the fact that there isn't an echo at every tick's end.
