It was intended to be funny because Reaganomics tends to look really good in the short run but then it catches up to you and it sucks... this move also looked good at the time but now we're going to have a whole butt ton of green air traffic controllers all at once, which sucks. It doesn't suck of the magnitude of reaganomics... but that was the joke.. not that funny to begin with but REALLY not funny when you have to explain it...
