Pepper spray is going to neutralize most dog threats

Unless your dog has been through professional attack/guard dog training, as soon as he gets hit with pepper spray, especially a spray formulated for dogs, he's going to be out. I realize you already said pepper spray is rare/illegal where you are at, but the person is already doing something illegal so I'm sure obtaining/making pepper spray to get past dogs isn't going to be that big of a deal.
