So that you'd come to the crossroads about as fast as a car starting from a grinding halt near the lights or slightly faster (With initial speed of 10 mph or so since you're so close and don't gamble the changing of lights) or slower. You don't hit the pedal on yellow and rush to the green unleses the crossroads are distant.
