The population in rural areas remains mostly unaffected - but anyone that relies on a supply chain or oil for food is suffering. Mostly I'm thinking economic collapse is imminent - people are about to starve/already have - it's too late to save those people but a good time to intervene and install a new system. You're not cleaning up the mess as much as you are saving it from total collapse.
(or maybe your solution is to allow it to collapse who am I to tell you, o director)
