How much control do you give the order? How do you ensure stability globally whilst still promoting competition?
I think there would need to be a Bill of Rights that was fundamental to establish the inherent rights of every human being. This would need to be simple and kept to the basic human requirements.
Governance is a big issue. Decentralisation is not only important, but crucial to an efficiently run economy and world. Power should be given to local governments. State/regional governments should oversee the key issues and the global order would deal with things like military.
I would not eradicate nuclear weapons, but I would leave only a small arsenal under the control of the global order. Perhaps assigning several to each continent as a deterrent to warfare with several political groups dictating the use of the arsenal (to avoid a particular political body from using them as a power grab.)
There would need to be the consideration of cultural differences. Probably I would work hard on eradicating, or at least minimalising cultural differences. This would be an important factor in stability. Otherwise, a common set of goals, or common threat would also be necessary to keep the people united.
I would discourage the dissemination of religion, encourage the dissemination of education, however, there would be a cap on each tier of education. I might even overhaul the education system in general to try and streamline the best minds for the job, regardless of geographic location. No more 160 level IQs living in shanty-towns in Bangladesh. Science and technology would be a key priority, ideally through a free-market system, although there would be some oversight to ensure efficiency was maintained. Innovation would hold a very prestigious position as would the engineers, scientists and other individuals driving that innovation. Philosophy would be mandatory in schools, particularly for the purposes of critical thought, although it might be different for students of varying abilities (consumption is also necessary to keep an economy going. Not everyone can afford to be a saver.)
Labour migration (skilled and unskilled), financial and trade integration would be encouraged freely in order to allocate resources and funds to where they were most needed. The world may need to be carved up into economic blocks to ensure that fair inter-regional competition was encouraged.
An eye would need to be given to resource levels, including energy resources, versus populations, as would process automation. Ideally I would want a world where the majority of the citizenry worked and thus had purpose, I'd aim for an unemployment rate of 4%-6%. The unemployed would, of course, receive some social security benefits in order to afford them the basics. I would, in particular, be looking to stabilise the cost of energy through technological advancement and keep adequate energy in reserve for difficult times. Other items crucial to human survival like crops and drinking water (as well as sanitation) would be necessary.
In addition various regions may be encouraged to partially specialize in industries which they were particularly adept in by accumulating a critical mass of human capital regionally. I stress that this would be partially necessary. To fully specialise would lead to vulnerability to the global society, but partial specialisation would increase efficiency of resource usage.
After the order was stable, established and everything was underway, I would undertake a federal space program to expand human colonisation beyond the planet Earth. Federal emphasis on this would be necessary, but free-market principles would be adopted. I am really not a fan of overbearing government.
Furthermore a global banking system would need to be established in so much as I would be looking to eradicate (or really marginalise) the flow of black market money and corporate/individual taxation loopholes.
Finally, laws would be as simple as possible. Taxes would be flat, however, savings would be capped and there would no longer be "taboo" subjects. Sex, drugs and other human vices would be legalised, discussed and regulated openly, with plenty of research and time given to understanding them. I would like to bring these subjects out of the dark and move forward towards a smarter social situation. In order to deal with a problem, you need to accept it exists. No more expensive political warring against vague socially destructive problems. The key mantra would be to locate and accept social problems, study them and produce tangible, realistic solutions.
Edit: One last thing, transport and global infrastructure would also be a necessary consideration. If innovative ways to travel around the globe faster, safer and more efficiently could be devised, large-scale infrastructure projects would be created. If transportation remained entirely in the "physical" realm, that is to say, teleportation, was not devised, then transport would either take place in space where travel speeds could be increased dramatically, or, research would be conducted into locating and producing the fastest routes possible, even if it meant creating a tunnel through the planet (although it is likely that teleportation would be an easier feat than laying 12,000 kilometres of tunnel through the, high-pressure, molten mantle/core of the Earth.
