Catching people by surprise is the best way to PK.
It basically comes down to putting yourself in the other player's shoes. What would you be doing if you were them? As I said somewhere else, I tend to figure out where a person goes and then go get them there. For example, Sodsob always logged on and went to Kteng's for his barrier rod. What I mean to say regarding scrolls and spell craft is that a level 51 mage will cast a given spell at a higher level due to spell craft. The scroll user, no matter the class, does not benefit from this and therefore only uses the scroll at the level it is.
There is a very comprehensive list of scrolls floating around that has come to me through multiple sources. Ask around in your network and see if you can put your hands on it. I'm not sure I still have it, but I'll look when I'm at home.

It is harder to learn now. If getting into lots of fights is how you learn you can learn less when there are fewer fights available. You are also correct in that other player's skill may be too high above your own.
