I think its heavily int/wis dependant not 100% sure. With 16 int 18 wis it was terrible as I stated before some fights it would charge Tier 1 multiple times basically meaning it would do nothing.
I think somewhere Daevryn stated its not worth taking on anything with less than 23 int which is basically all elves and gnomes. Every other race there are better choices ill see if I can find the pos

First things first STSF was a horrible choice on a Duergar, and when you read my longs you will notice that I hit a defensive tier twice against
one person thats not the tier getting better, that the tier charging then falling then charging again.

The Gates of the Palace

Given the HP pool of elf/delf (High dex low Str) I think soul is a far better choice, its always active and you dont have to gear/carry items for it to be effective. Felar might be a different choice but having done gates in the past even with a high con race I doubt I would take it again as I never felt I had anything decent f
