The river in the cities is still considered civilized. Or at least it was when I played one last.
I found that cavern dweller explorer svirf was pretty solid on defense since most of their abilities and uber defenses worked just fine inside the spire. Any other ranger type is going to be majorly hamstrung both when defending the spire and when trying to catch criminals on the streets.
I've done that. There's only one city with wilderness terrain, and that happens to be the first city you get stationed to. After you leave Seantryn you have to choose between city time (which counts towards promotions) or wilderness time which keeps your skills working well.
Explorers mitigate this somewhat, but they still take a noticeable drop in power once wilderness time is low e
Frost giants aren't rare like Minotaurs, i't was implied the new races had a switch which would only be turned on for special occasions, and if you don't get it during that time, you have to wait until they turn it on again.
If you fear stealth classes, they seem to be at an all time low (not counting the woodsy types I can't see).
If you fear nightgaunts, there's a few gaunt-happy conjies in range you need to be prepared for.
Otherwise, I'd say the cabal and class mixes have been varied enough to keep the pendulum from swinging too far in one direction or another, other than the obvious Empire v
but I often log on and have no idea what to do with myself because everybody in my PK range is a potential foe. So I sit around and try to RP with mobs until I am pretty sure they are not going to respond, then I will go look for preps or just sit in my guild and contemplate deletion.

For best results add any of the following things to either make you parry better, or last longer in combat versus as many targets as possible
1) enlarge
2) haste/metabolic quickening
3) Fight foes with weapons that are easily parried... daggers or whips/flails are good, if you can find mobs that use them without specializing in them.
4) Certain hasted mobs also seem to give good improveme
After a certain number of times starting over with countless forgotten newbies, 100% experience for a few hours just isn't enough incentive to make me do it all over again.
But then, Eve Online can't satisfy me forever. I'm sure I'll get the itch again eventually.

Just wear the best armor you can find, preferably something not too heavy so you can still dodge well. If that armor happens to be leather or some other material covered under light armor, bonus. If not, it's no big deal.
I did two transmuters in the months right before the great purge, and they both got tons of observation and explore experience while duo. There's several areas I only walked through as flat, and didn't step out at all, and I still learned the same. Maybe you weren't learning anything because you were too high of a level for the areas you were exploring.
