If any cabal has more defenders it's hard to get away so the point is moot. I'm talking about getting to and from tribunal because of their powers, and out of range defense.
You obviously have never been one rounded by 12-20 guards redirecting to you. Even mutilates add up if there are 20 in one round. We lose chameleon if raided. What does tribunal lose if raided? Bloody shackles? Some leader powers? They could let the scales sit in the tree for days and act like it's business as usual.
I find it hard to believe they can't find someone to tell them what outlanders are awake. There have always been tribs, and trib assistants that hide that we can't see either.
