I'm sure the reason for this is that if you can barely use you're weapon, you'll be so busy tring not to hurt yourself and focusing on trying to use the weapon, that you won't be able to learn other skills so easily, whereas if you are good at the weapon, you can focus more on your other skills.

There are other examples. Attacking creatures with a weapon whose attack type has no effect, for example.
