By people that have no hope of getting the key.
It's a no risk area to go through if you have the key, so people just want the key and away they go.
I can think of a few higher end explore areas that a hero can guide a relative lowbie through with ease and low time investment.
I could take someone at most any rank through the entire coral palace (and a hell of a lot of other areas actually) in about 10 minutes with a bard by way of tranquil serenade + lullaby.
Some people are aware of this, so ask. Hell, I could do it to Thar-Acacia just as easily.
Those "I need to impress my guildmaster to learn X" requests from lower level people sort of grate on me as a player though.
I'd volunteer it sometimes if I'm bored, say hey I'm going to lead an expedition to place X, but generally it's not something I would want to bother doing solely for the sake of helping lower level people farm obs/exp xp. Yet, people tend to get annoyed when you say no to those requests because they know it ultimately would take you such a small amount of time to do it for them, especially when say they are in your cabal.
And generally, it's more the power gamey type that make those requests at lower levels, which is why I'm far less likely to say yes.
I always tend to suggest explore trips with people I think may be newer and are higher up or hero level during relative down time (nothing to gather, little PK targets available) for the cabal.
