Plan to hit and run.
Not bad starting with neuro, but the moment it landed you should have gone all slow until it landed, jolt to lower int + confuse (and then recall).
Return hit him with a neuro + soften + disrupt flesh + recall.
Now he's hurt and not regening even slow, his melee is shit, and he's having trouble walking (which sucks because a rager...you know, can't quaff and has to walk everywhere). Now he's easy pickings. Make sure you always have a nice 50 gold in the bank to buy a decent meatshield charmie to buy you a few extra seconds sometimes.
You can get creative and rock an exotic + wither wand if you want to force a thirst out of him. Then you can just go duo and wait for him to run into a nasty mob or fatigue hits. I would suggest this only against ragers that can't reliably lag you though, as exotic is nowhere near as useful as staff for melee defense.
Edited to add: You're a drow right? Malleability should be at 100%, you should be accelerated and you're going to dodge 3/5 of his directed attacks once you slow him, if not a higher %.
2nd edit to add: You think a svirf axe zerker is scary as a muter? Try fighting a duergar dagger defender. They basically will eat your lunch and make you shine their shoes.
