Fort is the strongest cabal right now, presence wise. But, only about 4-5 of their heros are actually competent players. Tribunal is right on their heels and seem to be doing very well.
Outtie is not that strong, but Tebor is flat out carrying it on his back. Harbinger and Sunwarden play decent amount of hours and are solid.
Empire has people in place to kind of get good out of nowhere. There don't seem to be any perma's at all. But, Fort and Outtie are pressing them down at the moment. A good Emperor and their players actually getting on at the same time will put them on the map quick.
Village is about the same as Empire. Rastenol doesn't play very much. Othomer is a Quas type of character. Bendegoh seems decent. Oliopterix is a decently active Commander, but he's pretty meh. And that's your main hero squad.
Scarab is flat out dead.
Entropy *should* be dead. My God why did it ever get implemented?
