I think that output contains the column headings:

Level
Clas
Echelon (i.e. rank within the Empire)
Name
Donations (current amount donated)
Donation Requirement (i.e. whether you've donated enough to be promoted)
Level Requirement (i.e. whether you're high enough level to be promoted)

Not sure about bloodoaths whose class doesn't place them in a sect. My guess is that they have to be promoted by the Emperor or an Empire Imm.
