I forget which specifically but I recall a few stating on the officials that ranking well past what you were empowered up to (or if you're unempowered) is a snub to the empowerment process.

Anyway, I don't think ranking up to 20 is bad but I wouldn't recommend ranking up to 40 without empowerment.
