Strength is part of the equation and the legacy is a really simple addition to the equation
In laymens terms it looks like this
25 strength + two swords at x weight , parrying against this weapon type at X weight.
Your chance to parry = 44% each strike
With the legacy you get a addition 10% of that 44% or another 4.8%
Giving you a 49% chance to parry opposed to a 44% without the legacy.
