Yeah well Outlanders lose everything, like most other cabals.
While true, the Tribs are the only ones that have thier powers limited to a very small and specific location. Wind walk works every where, insects, beast call, anywhere there is wilderness (which is a LOT bigger potential for use that four cities, if you can even use your powers in all four cities). The potential to USE ones powers is much smaller for a trib.

I have retrieved from them as part of other cabals. It is not that hard to ask someone that can see them how many there are. Plus the Provost can see them anyway. You are also leaving out the unseen trib groupies that come and help down outlanders that come in.
Nope, not true. If the Scales are gone, Provost can not see those in the trees. Plus, I'm going to ask a ranger how many other rangers and outlanders are about? That is almost like an elf asking a duergar about a dark-elf assassin. Not quite that bad, but you should see my point. Unless I know they are not an outlander for fact, there is no way I'm believing what they tell me.

And how do you get into the graveyard or lumberyard without being in the city first? And all cabals have the air approach that I didn't include. If you boil the outskirts down to one approach they have one way into the city.
Ok, so take out those three, that still leave eight different ways in. You can not boil the outskirts into the approach because a Tribunal Has No Powers in the outskirts, except a Provost, Justiciar, or Vindicator. It is very rare to have more that two of those even alive at the same time. It does happen, yes, but very rare.

Ever try fleeing galadon blind with a shit ton of guards on you plus the enforcer the whole time. Not to mention you might get ass raped at the gate if you make it that far.
Ok, this I agree with you on, IF you are wanted. Granted you did say an outlander should always be wanted, but if you are NOT wanted, no other cabal is easier to retrieve against. No where else can you simply flee and rest without fear. Again, if you are not wanted. If you are wanted, they I agree 100%, guards make it tough. Though wind walk still makes it a pain in the @$$ to try and outrun any outlander out from the huntress, expecially because you can not simply flee and rest...
