There should be no cost placed on inductees to spreading the glory of the empire through recruitment. The cost should be placed on the Imperial coffers.

Once they are inducted and part of the Empire though, they are fair game to rinse for whatever money/favour you see fit, provided they are beneath your Imperial rank.
