Empire, ICly, is perfectly okay with people parking their ass at oath for eternity. As long as they follow Imperial law, it's a net negative. You will be expected to participate in raids/retrievals even if mechanically you can't do anything to really directly retrieve and moreover risk screwing up the retrieval for people actually in the Empire. (oaths are not 'in Empire' they are just bound to the laws) There may be situations where a Sect Leader or Emperor may raise hell with you for sitting at Oath forever or demand you to donate more, but that's typically only in situations where they lack any competent people in the Elite slots and are getting desperate. I powered a bard to 35-40ish in 2 days and got my dick chewed out by someone for not having more donations because I'd essentially been trying to power rank so that I wouldn't waste CON in levels where I was more or less useless in PK. But that's at the option of the sect leader or Emperor.
You automatically after a few RL days with enough donations to get up to the lowest echelon promoted into it. I think it's like a week.
After that, you're on your own.
The recruiter charging for gold is not justification for a player to charge for gold. Not only have you just weakened the Empire by not adding another warm body to it, but you've just earned yourself a potential killer and yet another opponent to the Empire.
The recruiter is a no-name schmuck, that's why he charges gold. He also OOCly charges gold to ensure that there's some semblance of game balance and people aren't generally able or willing to spam induct themselves into Empire.
Players may refuse to give the oath if they don't have enough gold but charging people for it is pretty much AGAINST the best interests of the Empire, your sect, and by extension, you.
There's a very good reason Ahtieli started anathemaing people who charged oaths and it's the above. Oathing someone does nothing to reflect on you politically, ICly or OOCly, but promoting them does. There's a distinction, and you're well within your rights as an Imperial to never ever promote anyone for fear of them fucking up and making you look bad. The Imm that notices this when the Empire is weak will pull you aside and question you on it and at that point you'll have to shell out cash to avoid demotion, but that's about the worst of it.
However, an Imm will warn/demote you, and most players who actually understand how the Empire works will anathema you for charging oaths gold excessively. Yes, you can make Emperor without ever understanding how Empire works. You won't keep the throne long, but you can make it.
