all Outlanders could call insects. Since it's just leaders, it's easier for me to swallow IC that the three leaders are strong enough/blessed by hippy jebus/respected enough by the wild whatever to call help from the wilds into the city. Especially something like wasps. (Elephants might be a different story.)
Tribs should put a mosquito net over Galadon if they don't want to get stung by insects.
