Most really skilled empire characters WILL get leader powers, and if you're a really good pker you have a higher chance of getting emperor.
All of the goodies he picked were maran fort leaders, too, with some pretty mad hours themselves. You can only have two fort maran leaders at a time. So I'm not sure your objection in there is particularly valid. Besides, if you removed the all but the highest pk emperor and removed all but the two highest pk fort leaders, and then replaced them with the highest pk characters which never had emperor or marshal/captain, I think there'd be an even bigger gap between empire pk # and fortie pk #s
What really tells it for me, though, is the pk deaths. Combined, the emperor characters had HALF the pk deaths of the fort leaders. However, you said yourself that Empire has many more enemies and a much larger range.
It seems to me that there seems to be a huge skew in this, where the really skilled empire characters kill 25% more than really skilled forties, and die half as much.
I agree with you that pure pk kills don't mean everything - winning fights doesn't always mean killing the opposing team. But I think the fact that all there was such a huge difference in the number of pk deaths in the most skilled characters on each side is a much stronger statistic, because simple logic says that empire chars should die as much or more than equivalently skilled forties (because they have many more enemies and much less allies).
