Two advantages with a non-mandatory tip system:

1) If you get shit service, you have the option not to tip.

2) If tip was included in the prize, almost nobody would tip.

Basically, seems like a decent solution for performance based pay. Of course, it does have it's weaknesses.. people like me adjusting the tip to minimize loose change rather than to the actual service level for example.
