A person visibly masturbating in their own apartment may or may not fit the criteria or "indecent exposure."

Unfortunately, that much is pretty much irrelevant.

Calling 911 because you see someone masturbating is likely to have the operator take your information, pass it along to your local precinct,
where it will be logged, but no one's sending a car for a guy whacking off.

This is slightly different because he's started masturbating outwardly, which is illegal and is certainly "indecent exposure."

However, it's still unlikely to get a car sent over because our precinct has over 100,000 people and there are rarely more than three cars
on patrol at one time (that's likely up in the wake of the rapes, but still.)

The fact is that this is NYC and the complaint has to be pretty serious to get a response.

If he doesn't cut it off we'll be calling one of the cops we know rather than trying to file an actual report.
