No, it's not an affect on the person who killed you. Killing anyone (definitely character, not sure about servitor/zombie/unowned NPC) after you get the life surge drops you to 0.

Arkham was the only time I found me pouncing you in my logs, and it was just once.
I had expected to pounce a lot more often based upon logs I saw and forum complaints, but aside from a few doozies (e.g three in a row vs Ghurlarg once) it didn't net me as many kills as I had hoped. Zruulg would probably know best -- Kraldinor vs Tolgrumm was a whole lot of fleeing.
It was roughly 6.8% for me in 2013, and of the 74 killing blows I got in 2013, 5 were what I'd deem as "due to pounce".
Also, did you have a necro other than Zmia? Because I only pounced you once that I could find.

I never grouped with Ekaerok, to hunt Imperials or otherwise. I WOULD ignore Ekaerok if we were both attacking Imperials or raiding the Palace at the same time.
