<br>It's possible that a national + private situation could still result in a downgrade in quality of care for the majority of citizens. Once a national system is in place, employers could decide to quit ponying up for private insurance. Many white-collar employees, then, will decide to go with the national program instead of paying the full cost of private care. The extremely wealthy will continue to purchase private care, so the quality of care they receive will remain constant. Middle-class folks will see a decrease, and low-income folks will see an increase.
