I haven't played an assassin in like 7 years so take this as it is but since throw requires you to be in combat you will only land it often against foes who otherwise think they can beat you (and therefore haven't left already). No one sticks around for throw just like no one sticks around if you miss a trip or if you don't catch them spamming directions when you trip open.
