The dynamics of that whole matchup are completely thrown out the window if orc cannot reliably get command denial. I'm not trying to make a value judgement, just that some classes (invoker) rely on active commands, while some rely on controlling the fight. The village bard has also sacrificed a significant portion of their versatility for increased effectiveness in battle specific cases, so I'm going to ignore that, because it is a character design choice that has real consequences.
Without command denial, I believe orc vs. bard is incredibly weighted in bard's favor. Orc probably can't outdamage bard through apoc, and definitely not after echos lands (which also affects ability to movement denial) and is generally going to be unfun for orc in almost exactly the way it is unfun for bard in a complete command denial scenario. Sure, orc gets to put in commands, but they are going to be almost totally ineffective.
Fundamentally I think this change (by itself) would result in far less corpses, which I'm against. I'd also much rather see a bunch more characters going 60-60 rather than 400-10, which I don't think this encourages either.
