You don't fully understand thief waylay. Garrotte doesn't stop the paralysis effect. So I could waylay, garrote, then gag, before the person ever unfroze, giving them 0% chance to call for help.

If they were flying, sure. If not, then they pretty much had to hope stuff fell off during the backstab lag or else they were probably dead. This assumes I actually landed the bindings.
