My point is, this is the job he's agreed to do. He's getting paid to do it.
If the job is impossible, he needs to let his manager know. If his manager shrugs him off (which is likely, given the bureaucratic nature of Boeing), then it's time to make a choice.
Also, I'd like to point out that the nature of these types of issues are cyclical. Boeing will cut itself until it bleeds too deeply, then it will start hiring intelligent, experienced staff again. Once the company feels it's overstaffed and paying too much for the employee base, the cuts will begin again. If F/O can hang in there, he might make it through - again, a choice he needs to make.
If I were in his shoes, I'd start firing off resumes to every small business I could find.
