I think you're stretching to assume that by "guilty of" he meant "guilty of ignoring".
But just out of curiosity, how COULD Bud Selig have acted? He can't institute any sort of policy regarding drug testing, etc, without working it out with Donald Fehr and the MLBPA. And if you do a little research, you'll see that he tried and was rejected.
Not to mention the fact that Bud Selig also has to keep the Owners happy.
Bud Selig does not exactly have far reaching powers over the entire MLB. You're giving his office WAY too much credit if you think ANYONE sitting in his chair could have prevented the Steroid Era.
