There are a couple different places that rate Congressional legislators based on their voting record. These exist on both the left and the right. If a legislator gets a 100% rating from NARAL then he's probably pretty far left. Conversely if he gets 100% from the American Eagle Forum then he's pretty far right. Last time I checked, McCain was pretty far right. At least on par with the rest of them.
If any of them are like voting Democrat it's Huckabee, though only from the fiscal side. He's been more than willing to use the monies at his disposal to fund health care initiatives which, presumably, he would continue at the federal level.
Here are McCain's scores from the Eagle forum since 1998:
1998: 4 with, 9 against
1999: 3 with, 3 against, 8 non-votes
2000: 9 with, 3 against, 2 non-votes
2001: 6 with, 5 against
2002: 9 with, 3 against, 2 non-votes
2003: 17 with, 4 against
2004: 5 with, 0 against
2005: 2 with, 2 against
2006: 3 with, 5 against, 1 non-vote
2007: 4 with, 7 against, 1 non-vote
So he seems to vary from year to year. From 2002-2004 his voting record strongly coincided with the Eagle Forum's recommendations, while from 2006-2007 it deviated somewhat. Unfortunately I can't compare him to Romney/Giuliani/Huckable since none of them are in Congress.
Obama's numbers:
2005: 1 with, 2 against, 1 non-vote
2006: 0 with, 9 against
2007: 0 with, 11 against, 1 non-vote
Clinton's numbers:
2001: 1 with, 10 against
2002: 4 with, 10 against
2003: 1 with, 20 against
2004: 1 with, 4 against
2005: 1 with, 3 against
2006: 1 with, 8 against
2007: 0 with, 12 against
Comparing McCain to Clinton over the period 2001-2007, I'd say there's a pretty big difference.
