I'm pretty much in the same boat as Auburn. The highlights for me:
1. Contrary to the whole pro-life facade, funding to Title X (which in turn funds groups like Planned Parenthood) has gone up during his tenure. (The money doesn't go towards abortion directly, but funding other wings of PP allows it to shift more of its budget towards those that *are* involved in providing abortion services.)
2. Contrary to the whole "fiscal conservative" facade, federal spending has gone way up during his tenure, even discounting costs associated with the Iraq war.
3. No Child Left Behind sucks. Big time. So much for being the party of small government. But worse yet, it's not even "good" big government.
4. The Bush administration's handling of national security post-9/11 has been totally reactionary and heavy-handed. I'll freely admit that "something needed to be done", but creating a new Cabinet-level position and chucking lots of previously sacrosanct constitutional liberties out the window ain't it.
5. Opening up federally protected lands for oil drilling.
6. Mismanagement of the boom times. Rather than hand out tax cuts when things were going well, maybe use some of that extra cash to pay down the debt? Maybe save it for a rainy day like, oh, the next time there's a recession?
7. The Iraq thing. I have no problem with the U.S. "flaunting international law" and acting unilaterally (Don't forget Poland!), but only when it's warranted. Iraq doesn't qualify.
I agree with almost everything you say except I'd replace 6 with mismanagement of a triple crown. They could've pushed something meaningful (social security reform, etc) through. Instead, they did nothing. And #5, I don't really disagree with except indirectly. I don't think there should be federal land at all. Federal land more or less boils down to politician bargaining chips. IE, that land will go to someone and obviously it'll be someone who is rubbing elbows with a guy like Bush or whatever.
I have the same problem with Bush as I have with Barrack Obama. I agree with his assessments of what our problems are (usually, discounting gay marriage), but his solutions are fucking terrible.
