As mentioned the Leaders of the Cabal would have a public face. Possibly this could be expanded to a special cadre of 'the Hidden' who are a seperate wing of 'the hidden' (like the marans have different wings and the Empire has its sects, etc.) whose purpose is to serve those Leaders more openly. Maybe grant them a seperate set of powers more suited for serving as the 'strike force' of the group. They would not be allowed to work contracts and would be limited to simply defending the cabal and retrieving. However they could be the ones contacted to set up contracts, they could be the ones to negotiate the terms (based on some sort of 'price guide' the leaders would have to decide upon), they could be the ones to really do alot of the RP heavy lifting. In other words they could be the Heralds of the group - only with a touch of an edge.

As long as im at it....heres a throwaway ideas for power -

1. Hidden Palm Strike

The Hidden Strike Force is trained in techniques that are designed to leave the enemy senseless so that they may perform their main mission whether that is defense or offense. The Hidden Palm Strike was developed by the assassins of the Hidden and can only be performed while not wielding a weapon although a weapon may be offhanded. Hitting various nerve points in quick succession the strike has various potential effects from blindness, deafness, and temporary paralysis. Each strike is performed seperately but in succession...so once begun this move cannot be stopped... leaving the person performing this move open to attack when they fail a strike.
