A) Not having the item (or any part of it) doesn't hurt your ability to kill Hidden members or enhance their ability to kill you.

B) Having the entire item could out an entire cabal, permanently neutralizing all of the powers of the item until it rebuilds its secret membership.

As such, it SHOULD be difficult to successfully take away the entire item.

No. You'd only have to track down any two of the three items to take away one power (and they may be all on one PC, depending on who's on). That's enough to get you a clue or make it harder for them to hide the clues. Successfully raiding the entire item should be a major win.

The item should drop if they quit in any fashion. If there are no Hidden around to give the item to, then there will be no Hidden exposed when the item is picked up by another cabal. It just means that the cabal leaders will have some work to do when they return.
