Some terrible imperials break imperial law and get away with it because it is not enforced without active and aggressive Imperial Immortals, or active well-roleplayed mortal Imperial Leaders willing to anathema and weaken their cabal numbers wise.
Sooner or later any imperial who breaks law of purpose will have to pay for that. Except you delete before it happens. Just for you to know, it might be other punishment than anathema. FYI you rarely get anathemed for breaking laws, usualy you get demotion.

But obviously some well known imperials do it and have gotten away with it, despite whatever "immortal warning systems" you're talking about.
Very very few did and majority of them broke law by accident.

Anyway, here's the timeline from Kjrorh's pbf. Notice 16 days pass between an immortal noting he broke the law to Kjrorh getting anathema'd for something completely different:
Fact that he broke laws was one of the reasons for his anathema.

SIXTEEN DAYS LATER:
I don't know why you write it in CAPS but think about two simple things:
1. I don't think Nep runs without paints to Imperial imm just to inform that imperial X broke law.
2. I don't think only thing Enlilth does.. is sitting down watching porn and reading imm comments on imperials.
