I don't think you need anyone to advise you what to do :(
The things you are talking about seem to be a red flag for a sinking ship for sure.
I work in the software industry and was in a similar situation last year-- constant 3% cuts and general loss of billable-hours. For what it's worth I probably stuck it out too long. But now have a job for another company which I am pretty happy with.
Sounds like at least you have some time to plan your retreat and make a break for something better though. You aren't obliged to remain associated with a company that seems to be poor with money.
Sometimes these things are good though you can look for a new job which will pay you what you're worth with a clear conscience at least, eh?
