Your muscle mass gains are entirely dependent on how much food you eat (and by entirely, I don't at all mean entirely). Why are you doing slow reps? Put on normal weight and do your reps at a normal speed. Slow reps aren't going to do anything for losing weight. You need to put your body in a state of cardio, and moving like a sloth won't do that. 8 - 12 reps at a normal weight at a normal speed will. It will also help you get strong.
But, guess what? You shouldn't be focused on getting strong right now. You should be focused on losing weight. It's harder to gain muscle while you're on a cut, anyway. Since it sounds like you're not that strong to begin with (no insults meant, I mean this more as you give me the impression to being new to the gym), you might get some strength gains while cutting.
1400 - 1600 calories is fine, assuming you're not over 6ft tall. There is such thing as too large of a caloric deficit. If you're over 6ft, stay closer to the 1600 - 1800 range, and try not to get below 1400 (you're going to be all sorts of fatigued if you go to the gym 5 times a week [overtraininglol] and do cardio daily at 1400cal).
Why do you switch up your workouts so frequently? Sounds like some P90X "muscle confusion" garbage. You don't HAVE to do this. It can work for 'sthetics, but you want to lose weight. Stick to the same workout plan for about 4 months, then change your routine slightly and go another 4 months.
Furthermore, 2200 calories a day does not make me gain weight consistently. It's a good maintenance calorie count for me (6'2), so long as I am eating 2200 calories worth of good food and I am going to the gym. 2200 calories works nicely if you're exercising, otherwise it's just 2200 calories in and 0 calories out -- of course you'll gain weight (I know you said "unless I'm going to the gym everyday," but of course that's what your doctor anticipated -- at least that you'd be doing some light cardio daily).
You'll do fine at losing weight, just have a
good consistent diet and a
good gym routine.
