Why the sudden concern? Because as recent global events have shown us, governments fail in spectacular and rapid fashion. Or failing collapse, they suffer massive unreast and there is a common thread. Citizens were completely unprepared to fend for themselves. By pushing for citizens to take more responsibility (Something I applaude) the Government is in effect innoculating (Sp?) the public so that there is less chaos rather than more.

Yes. As I said their are manuals. But in the last several years, this has amped way up, and litteraly includes Zombie Role players. Before hand, it was simply riot training and crowd control. Now it littertaly includes training that effectivly separates We the People fro the Government until order is restored.
