If the mortal leaders were around as much as the immortals were, maybe that would work. However...the mortals also don't have the ability to see Imperialx tell Imperialy 'hey, u want this sword I just got off of a corpse?'. Empire isn't a warm fuzzy cabal that just happens to have a red aura. Empire should be a group of individuals who work together only when they feel like they're gaining something....and those who are too willing to do something for nothing, should be culled from the herd.
I can say that it's been my experience that those who play thier roles well, and don't just outright suck, are generally not smacked out of Empire...but if you're joining Empire just for powers, or just to kill kill kill...don't be surprised if you find yourself anath'd.
