This would be fine (immortals taking a hand) if the immortals were visible, or just doing the job of the mortal leader. However, by snooping someone who's obviously doing something wrong, you're taking away a good portion of the fun of empire.. doing stuff that's wrong, and getting away with it. There should be no reason why two people in empire cannot be buddy buddy if it suits them.. they just can't get caught by the leadership.. and getting caught should entail more than simply doing the act.. they should have to screw up somehow (tell someone who rats them out, mention something over the cabal channel, have a conjurer snoop them.. that kind of stuff).
I think that the extent of an immortals handiwork in this should be to nudge the mortal leaders in the right direction (perhaps give them dreams about what's happening.. or other signs..).
After all, the empire is about a whole bunch of people who are all bad apples, just trying to get the other guy to screw up first so that they can have all the power themselves.
